- Preheat your oven to 350 degrees F (175 degrees C). Spray a 9x13-inch baking dish with cooking spray.
- Heat a large skillet over medium-high heat. Cook and stir the ground beef in the hot skillet until it is almost browned and crumbly, about 5 minutes. Add the diced onion and cook and stir until the beef is browned and the onion is softened, about 5 minutes more.
- Mix the water and taco seasoning into the beef mixture. Simmer until the water evaporates, about 5 minutes.
- Line the prepared baking dish with the flour tortillas. Top with half of the ground beef mixture. Spoon half of the corn over the beef layer and top with 1/3 of the Cheddar cheese. Crush the tortilla chips over the cheese layer.
- Repeat the layers with the remaining ingredients, ending with Cheddar cheese, diced tomatoes, and olives.
- Bake in the preheated oven until the casserole is heated through and the cheese is melted, 15 to 20 minutes.

Notes
To make ahead, prepare the casserole up to the point of baking. Cover and refrigerate. When ready to bake, remove from the refrigerator and bake as directed, adding a few extra minutes if needed to ensure it's heated through.
